The Guam National Olympic Committee (GNOC) is governed by the GNOC Charter which outlines Governance, Management and Operations among other things. GNOC's Executive Board leads in developing its Strategic Plan which is then operationalised through four Annual Plans.
GNOC Programmes are designed and implemented by Commissions working in tandem with staff who bring in their individual expertise to bring the Strategic Plan to fruition.
Given that GNOC's primary stakeholder is athletes, all programmes strive to place the voice and interests of athletes at the forefront of all activities. This is also in line with the International Olympic Committee's (IOC) Agenda 2020 reforms and the current Agenda 2020+5 which is now in play for the next five years. The Programmes at GNOC place National Federations (NFs) and their respective athletes, administrators and experts in the implementation phase and strive to make Guam a healthy country, particularly in the current COVID-19 pandemic.
